Comptroller’s Report Shows Scope of City’s Affordable Housing Crisis

The report closes in on housing needs for low- and extremely low-income households and proposes four initiatives on how to provide affordable housing for these households. Pilot Program Will Require Certification of No Harassment Before Approval of Construction Permits

Building owners denied certification may not significantly alter their buildings for five years. On October 12, 2018, the de Blasio Administration announced the application of the Certification of No Harassment (CONH) Pilot Program, which seeks to expand tenant harassment protections. The program will require buildings to meet certain criteria to certify that no previous tenant-harassment has occurred prior to obtaining construction permits for significant alterations to their property. Jason Adolfo Otaño, General Counsel for the New York City Council

Jason Adolfo Otaño, the General Counsel for the New York City Council, was born to Puerto Rican parents and grew up in the Sheepshead Bay area of Brooklyn. Otaño’s father was a City firefighter for 28 years, his mother a paraprofessional for the Department of Education, and his uncle a captain for the Department of Corrections.
