On September 12, 2019, the Center for New York City Law welcomed New Yorkers for Parks back to New York Law School for another installment of their Open Space Dialogues. The event was kicked off by Executive Director of New Yorkers for Parks Lynn B. Kelly, with welcoming remarks by Center for New York City Law’s Associate Director Brian J. Kaszuba, Esq. The topic of yesterday’s Open Space Dialogues was “Reconstructing the Capital Process.”

Council received extensive testimony and differing perspectives on Borough Based Jails. On September 5, 2019, City Council’s Subcommittee on Landmarks, Public Siting and Maritime Uses held a public hearing regarding the City’s application to close Rikers Island and create a Borough Based Jail System. The proposed sites are 124-125 White Street in Manhattan, 745 East 141St Street in the Bronx, 126-02 82nd Avenue in Queens and at 275 Atlantic Avenue in Brooklyn.
Flushing BID receives CPC approval to double in size. On August 28, 2019, the City Planning unanimously approved the Downtown Flushing Business Improvement District’s (“BID”) application. The application by Small Business Services (“SBS”) and officials from the Flushing BID proposed a geographic expansion that is more reflective of the downtown Flushing community and responsive to the community’s growing needs.
The three sites will have amenities for residents and are transit accessible. On September 25, 2019, the City Council voted to approve an application to develop affordable housing on three City-owned properties located in Brownsville, Brooklyn. The Public Advocate identified and ranked the City’s 100 worst landlords based on public data compiled by various City agencies. Public Advocate Letitia James annually published “The 100 Worst Landlords in New York City,” or the “Watchlist.” James identified and ranked landlords based primarily on the total number of open violations each landlord received from the Department of Buildings and Housing Preservation and Development.
