On August 16, 2023, Mayor Eric Adams signed Int. 31-C, establishing a permanent outdoor dining program. The permanent program, now called “Dining Out NYC,” allows for permanent sidewalk dining year-round and roadway dining seasonally from April to November.
After a year and a half since the bill was introduced, the Council finally votes to create a permanent outdoor dining program. Today, February 16, 2023, Jessica S. Tisch, Commissioner of the Department of Sanitation (DSNY), spoke at the 184th CityLaw Breakfast. Commissioner Tisch spoke on “Getting New York Clean.” Professor Ross Sandler, Director of the Center for New York City Law provided opening remarks. Dean and President of New York Law School Anthony W. Crowell joined for a closing conversation. This Breakfast was sponsored by ConEdison, Greenberg Traurig, and Verizon.
On April 14, 2022, Public Advocate Jumaane D. Williams, along with Council Members Rafael Salamanca, Tiffany Cabán, Althea Stevens, Shahana Hanif, Diana Ayala, Julie Won, Lincoln Restler, Shekar Krishnan and Crystal Hudson, introduced a first-of-its-kind Homeless Bill of Rights at the City Council stated hearing. The legislation, called Int. 190, would codify rights of homeless individuals living within and outside of the City’s shelter system in a Homeless Bill of Rights.
The public engagement process will continue into the new year. On November 18, 2021, the de Blasio administration announced the schedule for the Permanent Open Restaurant Program public engagement process. The proposed permanent open restaurant program will establish a new streamlined program for the creation, management and enforcement of sidewalk and roadway cafes operated by the Department of Transportation.
