EDC seeks developers for former Navy Homeport

Sites include residential developments, farmers’ market, sports complex and hotel. The New York City Economic Development Corporation issued three requests for proposals seeking developers for projects on Staten Island’s northeastern shore.

The sites are located along Front Street in Homeport, the former U.S. Navy facility in the Stapleton section of Staten Island.

The three new RFPs are part of the first phase of development under the New Stapleton Waterfront Development Plan. 3 CityLand 149 (Nov. 15, 2006). In preparation of the site, EDC will demolish the former Navy buildings, while the City will relocate the government offices that currently occupy them.

Under the first RFP, EDC is offering to sell three parcels for residential development. The developer for the northernmost parcel would build 125 residential units. The developer for the second parcel would construct 125 residential units, a 10,000-square-foot year-round farmers’ market and up to 25,000 sq.ft. of service retail. The developer for the third parcel would build 100 residential units in the southern portion of Homeport.

Under the second RFP, EDC seeks a developer to build and operate a 75,000-square-foot sports complex with accessory parking and up to 5,000 sq.ft. of complementary retail. EDC requires the selected developer to construct at least one ice rink and one indoor turf field within the complex, and encourages respondents to propose additional program space for gymnastics and children’s parties.

The lease for the sports complex will be for a term of 20 years, with two 10 year options. Rent will be in a fixed, non-contingent amount based on either the assessment of an independent appraiser or the developer’s offer, whichever is greater. The developer will provide the City payments in lieu of taxes in an amount equivalent to regular real estate taxes. On October 25, 2007, EDC amended the RFP, giving developers the option to purchase the property outright.

The last RFP seeks a developer to build a five story, 150-room hotel in the area between the sports complex and northernmost residential site. The hotel must include a 20,000-square-foot banquet hall and a 5,000-square-foot restaurant. The lease for the development and operation of the hotel is for a term of 49 years, with the rent amount determined in the same fashion as with the sports complex. On October 25, 2007, EDC amended this RFP as well, giving developers the same purchase option as with the sports complex.

EDC set a December 13, 2007 deadline for responses to all RFPs.
