AGENDA
This course provides (i) an overview of the size and scope of New York City’s procurement activity and of the oversight role of the Mayor’s Office, (ii) updates on changes in public procurement law and the City’s implementation of those changes, and (ii) an in depth analysis of specific issues facing City agencies and City contractors. Topics to be discussed will include responsibility determinations and how vendors may address prior acts which are limiting their opportunities for public contracts, changes to State law regarding the joint bidding of public work and utility work in streets, project labor agreements, and City human service contracts.

Session 1: New York City’s Procurement Process: New Initiatives and Challenges
– Overview and role of the Mayor’s Office of Contract Services: City procurement indicators.
– Updates: Best value procurements, intergovernmental purchases and joint bidding.
– The HHS Accelerator process and standard human services contracts.
– Speakers: Lisette Camilo, Howard Friedman, Steven Stein Cushman and Ross Sandler

Session 2: Managing the Procurement Process: Responsibility and Performance Issues
– Standards for responsibility determinations; steps contractors can take to resolve past problems, including IPSIGs and vendor rehabilitation; handling audits and disputes: understanding performance evaluations and cautions.
– Prequalification of contractors to bid on construction and project labor agreements.
– Speakers: Andrew Gelfand, Lisette Camilo, Claude Millman, John Mascialino, Steven Stein Cushman and Ross Sandler
